Central Committee comes from 'Comrade File Cabinet'?

In 1922, Joseph Stalin was General Secretary of the USSR. Joseph created departments of the Central Committee and other organs at lower levels that were responsible for the registration and appointment of party officials. That's the only Bolshevik thing the Republican Party and Democratic Party should do.
